"The report makes predictions, based on observed spatial and temporal population migration, fire occurrence and housing decay patterns, concerning further spread of fire and abandonment in central Brooklyn. The first acute outbreak covered Bushwick, Bed.-Stuy., Brownsville, and East New York. The next centers, according to the report will be in Crown Heights and Flatbush. After that Canarsie, Flatlands, Midwood and Borough Park would seem seriously endangered. Apparently Brooklyn’s critical municipal services have been reduced below the level needed to maintain urban population densities. Waves of fire and abandonment, followed by forced population migration triggering yet further outbreaks of fire and decay, seem well established in Brooklyn, at current levels of fire extinguishing resources. -- Letter of transmittal.;Report prepared for the Uniformed Firefighters Association of Greater New York.
